Because we don’t know that where and when they got that fish. On top of that it a health Department regulation too. And I’m a sushi chef. I’m know that most of the people doesn’t know abou this fact.
I’m not sure about the “have to” part. Yes, many fish used for sashimi are flash frozen to extend the self live but it certainly is not all. The claim to freeze the worms or parasites to death in some fish like salmon and tuna is more myth than fact. They actually have a special food grade anticeptic solution for soaking the fish so as to reduce contamination in the handling process.
